Shirley Mueller’s team handles VA construction loans in New York. One team works with you from pre-approval through move-in.
Veterans building a new home in New York usually look upstate or on the eastern end of Long Island: the North Country around Fort Drum and Watertown, the Hudson Valley near West Point, the suburbs and farm towns around Syracuse, Rochester, Buffalo and Albany, and wooded parcels in the Southern Tier and the Adirondack foothills. A VA one-time close construction loan lets eligible Veterans and service members finance the land, the construction and the permanent mortgage with one closing.
When a New York Veteran reaches out, my team explains the VA construction process, takes your application and handles the loan.
What a VA one-time close loan does
The loan can buy your lot or pay off land you already own, cover construction, and convert to a 15- or 30-year fixed-rate mortgage when the house is finished. There is $0 down on loans up to $1 million, and loans over $1 million (up to $2 million) need 5% down. You make no payments during the 12-month construction period; the interest reserve and construction management fee are built into the loan amount and paid by the builder. VA construction loans start at a 620 minimum credit score, and larger loan amounts may need a higher score. Read more about VA construction-to-permanent loans.
Where Veterans build in New York
- North Country: Watertown, Carthage, Evans Mills, Black River and Sackets Harbor, close to Fort Drum, where building on a few acres is common.
- Hudson Valley: Newburgh, Cornwall, New Windsor, Highland Falls and Poughkeepsie, within reach of the U.S. Military Academy at West Point.
- Central and Western New York: towns around Syracuse, Rochester, Buffalo and the Finger Lakes, where land is often more affordable.
- Capital Region: Saratoga Springs, Clifton Park, Ballston Spa and the Albany suburbs.
- Long Island's East End and the Southern Tier: Riverhead and eastern Suffolk County, plus Binghamton, Elmira and Ithaca.
The home needs to be your primary residence. A camp in the Adirondacks or a summer house in the Finger Lakes doesn't qualify for VA financing.
Snow, frost and rural land
Upstate winters affect how and when homes get built. The Tug Hill Plateau and the areas east of Lakes Erie and Ontario see heavy lake-effect snow, which affects roof design, and footings everywhere must be set below the frost line. Your builder will plan the schedule around winter, and the 12-month construction period helps absorb weather delays. Rural parcels frequently need a private well and septic system, and septic approvals usually involve the county or local health department, so ask about soils, percolation testing and well depth before you commit to a lot.
If your land is inside the Adirondack Park, land use rules can be stricter. The Adirondack Park Agency offers a jurisdictional inquiry so you can find out whether your project needs an Agency permit before you buy. Wherever you build, the finished home must meet VA minimum property requirements.
Builders and permits in New York
Building permits and inspections in New York are handled by your city, town or village, and contractor licensing requirements depend on where you build, so check with the local building department and county about what your builder needs. For VA financing, the builder must be a qualified builder approved by the lender before closing and working under a fixed-price contract. My team's VA construction loans don't allow owner-builders or DIY work. See our builder information page for what the approval process reviews, and our article on being your own general contractor for why that's not an option.
Military installations in New York
- Fort Drum near Watertown in Jefferson County
- U.S. Military Academy at West Point in Orange County
Active-duty soldiers and officers can use a VA construction loan as long as they'll live in the finished home as their primary residence. Check your VA construction loan eligibility.
New York property tax exemptions for Veterans
New York's main Veteran property tax benefit is the Alternative Veterans' Exemption under Real Property Tax Law section 458-a. According to the New York State Department of Taxation and Finance, Veterans who served on active duty during a period of war get a 15% exemption, Veterans who served in a combat zone get an additional 10%, and Veterans with a service-connected disability rating get an additional exemption equal to half their rating. Each of these is subject to a cap that varies by community. The property must be your primary residence and used only for residential purposes.
This is a local option. Counties, cities, towns and villages decide whether to offer it, and school districts can choose to apply it to school taxes. A Cold War Veterans' exemption is also available in communities that adopt it. Because the result depends on where you build, ask your local assessor which exemptions apply; in most communities the application deadline is March 1. See the New York State Veterans exemptions page and the Alternative Veterans' Exemption details, plus our property tax exemption by state page.
Separately, Veterans who receive VA disability compensation don't pay the VA funding fee.
Getting started in New York
The online application takes about 10 minutes and is a soft credit pull. After you apply, my team reviews it and walks you through the next steps. Expect about 2–3 months to close, then a 12-month construction period. Review VA construction loan closing costs and our FAQ as you plan.
New York VA construction loan FAQs
Can I get a VA construction loan in New York?
Yes. VA construction loans are available nationwide (48 contiguous states and D.C.). In New York, my team handles your loan from application to closing.
Can I build near Fort Drum on rural land with a well and septic?
Yes, that's common in the North Country. Plan for well and septic approvals early, and the finished home must meet VA minimum property requirements for water and sewage.
How does New York's Veteran property tax exemption work for a disabled Veteran?
Where the Alternative Veterans' Exemption is offered, a disabled Veteran gets an added exemption equal to half of their service-connected rating, on top of the wartime and combat-zone portions. Your local assessor can confirm what your town and school district allow.
Will winter weather delay my New York build?
It can. Builders plan around frost and snow, and the 12-month construction period gives room for weather delays. You still make no payments while the home is being built.
Can I use a VA construction loan for a vacation home in the Adirondacks?
No. VA loans are for a primary residence only. If the Adirondack home will be where you live full time, it can qualify.
